William Highsmith serves as the Chief Operating Officer for Jubilee Housing. He assumed this role in June of 2019.

Highsmith works closely with Jubilee Housing CEO, Jim Knight to drive forward Jubilee’s Five-Year Justice Housing Plan. He also supervises the Human Resources, Property Management, and Finance Departments.  He also oversees Jubilee’s effort to capture data on its initiatives, measure results, and adjust strategy and tactics accordingly.

By blending strategic thought leadership, legal acumen and interpersonal skills, Highmith seeks to further grow the productivity and effectiveness of Jubilee Housing’s existing systems and processes, while developing new strategies and policies.

Prior to joining Jubilee Housing, he served as the vice president and COO of the Greater Capital Area Association of Realtors, director of development for Enterprise Community Partners, and vice president at Jair Lynch Real Estate Partners. As the co-founder of the 100 Black Men of Greater Washington, D.C. chapter, he has continuously championed equity in opportunity for D.C.’s African-American youth.

Highsmith holds a BA in English and Communications from the University of Virginia and a JD from Temple University School of Law.
