Below are some areas where major changes will be occuring:
Renovating Jubilee Buildings
The properties are all more than seventy-five years old and in need of major rehabilitation. Renovations will provide for brand new mechanical and electrical systems, new roofs, modernized elevators and the addition of air conditioning to the properties. Individual living units will be completely renovated to include reconfigured floor plans, allowing for added bedrooms and modernized kitchens and bathrooms. Commons areas will be refurbished in similar manner with new walls and floor coverings, and each building will have new laundry facilities, security systems, and perhaps most importantly, at least one community learning and empowerment facility – such as a computer lab, exercise room or multipurpose classroom.
Child learning centers, located in the basement of Jubilee buildings, and operated by Good Shepherd Ministries (an affiliated non-profit agency) will be remodeled as well.
Expanded Resident Programs and Services Quality affordable housing is just the doorway to opportunity. Once inside, residents need creative opportunities to help them reach their fullest potential. The new facilities will serve as a platform for expanded empowerment opportunities for the resident community. Computer labs will host computer-training classes and be open for drop in use and access to the Internet. Exercise facilities will serve as the foundation for wellness curriculum development and give residents convenient access to increased health and wellness. Multipurpose classrooms will host the Jubilee Initiative financial literacy program and other skills building opportunities that are provided to help residents develop the skills needed for greater independence.
Improved and expanded spaces for the Good Shepherd program assure that children will continue to have educational support, mentoring pportunities and other experiences that help them break the cycle of poverty and grow into their fullest potential.
Supportive community is another important facet of Jubilee Housing’s resident programs and services. Gaining one’s voice and being active in local affairs is an important part of self-determination. Jubilee has long been committed to meaningful cooperation with resident community so that real investment and ownership can be realized for residents. Residents are part of the Board of Directors, sit on a variety of committees designed to inform management decision making, and participate in local affairs at neighborhood and citywide levels. New community rooms will be the womb for further development of such meaningful resident involvement.
New Management Infrastructure
While the benefits of renovation to the resident community are rather self-evident, there are other important consequences for the mission. Chief among these is the development of a new business model for Jubilee Housing. Like-new buildings and a corresponding restructuring of housing operations will mean significantly decreased operating expenses, that coupled with modest rent increases for higher earning residents, will result in a housing operations budget that is self-supporting from rental revenue. Jubilee Housing will no longer have to fundraise annually to subsidize resident rent.
Key elements of the New Jubilee business model are:
- New property management and asset management plans
- A newly configured staffing pattern designed to incorporate best practices of the industry
- A new, integrated property management and accounting software system
- Tax credit compliance measures
